Here’s how it works in Connecticut: donating a car is a charitable transfer, not a private sale. The smog/emissions rules that apply when selling a car to another driver usually do not apply the same way to donations. Elm City Autos will have your vehicle sold as-is at auction or to a buyer who’s equipped to repair or recycle it. The proceeds go to Heritage for the Blind, a 501(c)(3) that supports people who are blind or visually impaired. You don’t pay for diagnostics, repairs, or another test. You simply sign the title, schedule your free tow anywhere in the New Haven Metro, and we handle the rest.
How to get your free pickup scheduled
1. Confirm your failed emissions car is eligible
If your vehicle failed a Connecticut emissions test—or you suspect it would—you can still donate it through Elm City Autos. Running or not, check-engine light on, missing current inspection, or sitting in a driveway in New Haven, West Haven, East Haven, Hamden, or Branford, it’s generally still acceptable. We help place it with a buyer who handles repairs, not you.
2. Call or submit our short online donation form
Tell us your location in the New Haven Metro, your vehicle’s basic info, and that it failed or will likely fail emissions. This doesn’t disqualify it—it simply helps us plan the pickup and sale. You’ll get a quick confirmation, answers to any local paperwork questions, and we’ll schedule a convenient free tow time around your work or school schedule.
3. Prepare your title and remove personal items
Before the tow truck arrives, locate your Connecticut title and remove plates and personal belongings from the car. If you’re unsure how to sign the title when the vehicle has failed emissions, our team will walk you through the correct transfer to Elm City Autos. You do not need an updated emissions certificate for donation—just the title in your name.
4. Free pickup anywhere in the New Haven Metro
We arrange free towing from your home, workplace, campus, or repair shop—whether you’re by Yale in Downtown, in East Rock, Newhallville, Fair Haven Heights, or out in North Haven or Orange. The tow driver will complete any remaining paperwork with you. Your car leaves your hands as-is; you are not responsible for trying another emissions test or patching repairs.
5. Vehicle is sold as-is; proceeds support Heritage for the Blind
Elm City Autos sends your vehicle to auction or another buyer who expects that it failed emissions and may need repair or recycling. The car is sold strictly as-is. Net proceeds go to Heritage for the Blind, helping fund services for individuals who are blind or visually impaired. You avoid repair hassles and still turn a problem car into local and national impact.
6. Receive your tax receipt and finish your part
After the vehicle is picked up and sold, you’ll receive a tax acknowledgment. For most donors, this will be at least a $500 tax-deduction receipt; if the car sells for more, IRS Form 1098-C rules apply. Keep this with your records for tax time. At that point, your responsibility for the car is finished—and the failed emissions issue is no longer your worry.
Potential complications to watch for
Title problems can delay your donation more than emissions issues
Tip: A failed emissions test usually isn’t a problem, but a missing or incorrectly signed Connecticut title can slow things down. Before scheduling your tow, find your title and confirm the name matches your ID. If you’ve moved within New Haven or changed your name, let us know so we can help you handle any DMV questions up front.
Don’t spend money on emissions repairs just to donate

Tip: If your failed-emissions car is stuck in a tight driveway in East Rock, in a garage in Wooster Square, or behind another vehicle, towing may take a bit more coordination. Let us know if the car has flat tires, locked wheels, or no keys. We’ll work with the tow company to bring the right equipment so your pickup still happens smoothly and at no cost to you.
Plates and registration responsibilities are still yours
Tip: Even though emissions isn’t a barrier, you still need to handle plates and registration properly. Before or immediately after pickup, remove your Connecticut plates and return or recycle them according to DMV guidance. Cancel your insurance once the transfer is complete. This helps you avoid future property tax bills or tickets tied to a car you no longer own.
